Selective peaks in instrument view

Description

During a recent discussion with MANDI using mantid they discovered what is either a bug or a feature request. In the instrument view, when there are peaks overlaid on the view.

  1. Add an option to turn off the labels. The protein guys have lots of peaks so they want to just have the markers, but no labels.
  2. Only show peaks that are within the view range. The bar at the bottom of the view lets you select a range in TOF/d/whatever. If the users reduce it they expect to only have peaks marked that are in that range.

Peaks have selected visibility in units: TOF, dSpacing and Wavelength. In other units peaks are always visible.

Both options work in TOF, dSpacing, and Wavelength for TOPAZ data.
