SaveTableWorkspace and LoadTableWorkspace

Description

There needs to be a way to save and load a TableWorkspace. Since the main people asking for this is SNAP for the masking table workspace, the first version needs to be binary format to allow for fast reading/writing.

SaveNexus and LoadNexus can save and load TableWorkspace. There is no need to implement other algorithms.
