This is to migrate (at least the concept) of a set of command line utilities for direct inelastic stuff into Mantid proper. These should call DgsReduction and associated workflow algorithms underneath.
Need to discuss with Jon Taylor (+ others?) if we can make changes if needed.
I think it will be a great success/strength if we can have a command GUI and CLI interface for all DGS instruments at ISIS and SNS.
