Allow the ISIS SANS gui to read event data directly.
As the first step when user specify an event data file in GUI recognised this and convert it to histogram data, using the binning from monitors, before continuing as normal. blocked by 6711

There is no advantage loading in event mode if we are not going to give them the opportunity to slice the event mode #6530. So, we'd rather left to the next release this.
