Adjust layouts for widgets in RebinnerCutter plugin

Description

The widgets in the RebinnerCutter plugins come out mostly squashed on OSX and still leave something to be desired on Linux and Windows. Do some adjusting to the ordering and layout.

To test:

It would be really great if the could be tested on OSX and at least one other OS.

Load any MDEventWorkspace into Mantid and open it in the VSI. Click the Rebin button. Now look at the property panel. All the line edits should be visible and not squashed. Click on the various checkboxes to make sure things behave correctly.

This is significantly better, particularly on OSX.
