SCD reduction scripts default values for config options

Add the ability to have default values to the reduction scripts in Code/Mantid/scripts/SCD_Reduction. There are two parrts to this:

  1. Add an optional parameter to ReduceDictionary.LoadDictionary called previous={} which is added to while parsing the configuration file
  2. Add a file ReduceSCD_defaults.config which is read in by the various scripts first and contains the default values.
