Turn off non-orthogonal viewing if not in HKL

Description

For data not in HKL, a different procedure needs to be found than what is currently there. So, for the time being, do not allow non-orthogonal viewing if the coordinates are not HKL.

Refs #7348. Throw if workspace coodinates are not HKL.

There is also a unit test to check for this condition.

To test:

  1. Process TOPAZ 6674 via the SCD Event Data Reduction interface. Make sure to find the UB.
  2. View the resulting MDWorkspace in the VSI
  3. Switch to the SplatterPlot view
  4. Enable the Cube Axes

The cube axes should be rectilinear in spite of this data having non-orthogonal information.
