Enable LoadInstrumentFromNexus to load from Nexus files other than Muon Nexus

Description

Currently LoadInstrumentFromNexus will only work with Muon Nexus files. This ticket requires this to be extended to all other Nexus files or if that is not feasible, an appropriate message be output instead of a crash if a non-supported Nexus file is input.

I think ticket #4228 may have arisen from this, so fixing this would also fix that ticket. Also a unit test is needed and this is covered by ticket #7395.
