Layout PeaksOverlay widgets better

Description

The problem is particularly highlighted in OSX, but the peaks widget doesn't display properly unless it's full size. The main issues I want to address here are the text regions above each peaks list table that gets displayed. We should be able to reconfigure or abbreviate this information.

Tester: It is a little subjective, but the peaks overlays for the sliceviewer should look much better on both windows and osx. Especially before the windows are resized.

To get input data. Run the first section of the Diffraction_Workflow script in the Vates subdirectory of the scripts directory. If unsure on how to use these tools look here http://www.mantidproject.org/PeaksViewer.

  1. On OSX, and at least one other platform, open the generated peaks workspaces in MantidPlot prior to these changes. Record what the layout looks like.
  2. Now apply the changes in this ticket and do the same as above. This should give you the ability to compare the new design versus the original.

Note that the column widths are broken currently broken in OSX. As pete has been working in this area, he'll fix this under #7375.

Looking at the before and after, I agree that it looks much better on OSX and Windoze.
