Make sure HFIR SANS reduction computes Q resolution

Description

The new API code for HFIR doesn't compute the Q resolution. This should be fixed.

To test:

  • Start the HFIR SANS reduction UI
  • Pick a BioSANS data file from systemtests/Data/SANS2D and use it in the Sample tab.
  • Hit reduce
  • Do this: print mtd["BioSANS_whatever_your_file_name_is_Iq"].dataDx(0)
  • You should see values printed, not zeros

I check three different files and all had non-zero values for the resolution. Looks like it's working to me.
