Description
The new API code for HFIR doesn't compute the Q resolution. This should be fixed.

To test:
- Start the HFIR SANS reduction UI
- Pick a BioSANS data file from systemtests/Data/SANS2D and use it in the Sample tab.
- Hit reduce
- Do this: print mtd["BioSANS_whatever_your_file_name_is_Iq"].dataDx(0)
- You should see values printed, not zeros
