Move qtigenie to scriptrepository

It is not possible to migrate the files under the scriptrepository qtiGenie now, it would break users scripts. So, alex is working on a copy inside mantid/scripts repository.

This ticket requires:

Copy all the files from:

​https://github.com/mantidproject/scripts/tree/master/inelastic/direct_geometry/qtiGenie

and put them into script repository:

​https://github.com/mantidproject/scriptrepository/tree/master/direct%20inelastic/ISIS/qtiGenie

Remove the 'txt' files that are not used anymore let.txt maps.txt mari.txt merlin.txt

Remove these files that are now part of mantid code: dgreduce.py, PyChopGUI.py, PyChop.py, PyChopUI.py

Do not know why number of commits on the ticket are not displayed here but there were few.

It is trivial ticket. old script repository (​https://github.com/mantidproject/scripts/tree/master/inelastic/direct_geometry/qtiGenie) was working and I have synchronized it with new script repository.

Also I have installed it on inelastic instrument machines and have checked that it works.

Tester may compare old qtiGenie with the new one or just believe me that everything is working fine. (if it not, I will be grilled by instrument scientists and couple of them have already checked the changes and were satisfied)
