Description

Checking the "do not rebin" option in the C2E interface causes an error with TOSCA.

Branch: bugfix/7718_tosca_do_not_rebin_opt

Tester: Follow the steps on #7677 but instead check the box, "Do Not Rebin". Also make sure the interface still works for other instruments. Examples here

Note: Must be tested after #7677 or the interface will hang
