Mistake in latest powgen geometry

Description

The geometry should move idstepbyrow using the number of pixels in y rather than in x. The end result is that a 154->7.

This is in ​bugfix/7766_powgen_geometry.

To test just look at the diff. You can also load PG3_15003_event.nxs and see that the instrument doesn't look crazy.
