Masking detectors from a file

Description

My recollection of the meeting is that Toby and Jon want the diagnostic algorithms to create a "mask file" with the list of bad detectors. They will then load that file when ever they do data analysis on the data, maybe on another day. The diag algorithm I've written so far write a file, shall I modify MaskDeadDetectors to accept an optional file?
