Add Larmor Parameters file
It includes the parameter that tells Mantid to load the detectors positions (parameter map) form the Nexus file.

I'm waiting for the answer of Robert to see if I can publish this as it is? (It does not allow loading 'old' files (larmorxx10.nxs) because it does not have calibration information inside.

There is one more commit that seems not to be appearing here, but I have reverted the commit in comment:4. We will not ship this parameter file. It has no reason to do it.
Tester:
The larmor files are in ndxlarmor. There are 14 files. You may open a couple of them.

I verified that the changes made to Facilities.xml and FacilityInfoTest was correct. I ran the unit tests on my machine (Ubuntu 12.04) to ensure the modified unit test passed, and that there was no problems caused indirectly.
