Remove HYSPECA from the facilities file.

Description

This was the temporary HYSPEC alias while it was running in a dual ADARA & legacy mode.

We should at minimum remove the live listener address, but also discuss whether it should disappear completely.

Re #8100. Remove HYSPECA test instrument.

This instrument was an alias for HYSPEC while it was running in dual ADARA-legacy mode. This is no longer the case. We cannot remove the parameters file as this, unlike the instrument definition, is not included in the ADARA nexus files.

Tester: The branch is feature/8100_remove_hyspeca in both the mantid and systemtests repositories

HYSPECA should no longer show up in any lists of available instruments, including the live data dialog.

Make sure that you are still able to load a HYSPECA file (there is one in the AutoTestData directory and one in the systemtests repo) and that the instrument is in the workspace. You will not be able to just enter, e.g., HYSA2934 but browsing to the file should work and is sufficient.

I was not able to remove the parameters file as these are not included in the ADARA nexus files.
