Add VISION live listener address to facilities file

Description

If we know what the address will be, we should add it in time for it to be in the 3.0 release.

The SMS daemon for VISION isn't running yet so you'll just have to trust me that I've got this right.

Things that can be checked:

  • That you can ping the given hostname (if you're at the SNS).
  • That the port number is the same as the other SNS listeners (HYSPEC & SEQUOIA).

I can ping the machine and the port number is the same.
