Loading of xml instrument in ISIS raw Nexus files

Description

For the case where ISIS Nexus files contains XML instrument + XML parameter:

  1. Load XML instrument + XML parameter map in nexus
  1. See if *_Parameters.xml file exist in instrument and if yes load this one
  1. Apply any 'logfile' parameters agains log info in nexus file

Following completion of #8108, parts 1 & 2 should be happening - though it would be wise to check with an ISIS file (particularly an event nexus one) as I was naturally concentrating on SNS files. I didn't consider part 3 at all.

Turns out it was a problem that I didn't think about 3 - that should be happening now as well.
