Description
Owen noted in #7637 that there:
Should be some way of (easily) determining what version of ICat is being used
I will output a log message to the user when they log into ICAT to inform them of the version that they are using.

This was a small change to output the version of ICAT the user is using.
To test
- Log into the the catalog (Catalog -> Login).
- Observe the output message ensuring it contains the version of ICAT you are using (ICat4Catalog).
