Monitors in NOMAD and POWGEN geometry

Description

  • POWGEN has decided that their monitor is at a different location ​mantidgeometry#31 and it should apply to all of their instrument geometries
  • NOMAD monitors appear at zero because of a bug in the ​mantidgeometry repository. Fix it so they are in the correct place.

This is on ​feature/8215_pg3_and_nom_geometries.

To test: Load the four changed files and observe that the monitors are not at the origin. This can be seen either by looking at the instrument view, or "Show Detectors" off of the right-click menu.
