Fix SNSPowderRedux.PG3StripPeaks system test - broken by #8266

Description

The only job that runs this test is ornl_test_rhel6_master (i.e. no develop branch jobs do) so it wasn't picked up ahead of merging #8266 to master.

Re #8338. Fix rarely-run system test.

The property type was changed to boolean in #8266.

To test: The branch is bugfix/8338_PG3StripPeaks_systemtest in the systemtests repository.

Observe that the test passed ​here after it had previously failed ​here (I forced the former job to run on the node that picks up the required files from the SNS archive).
