Create a custom interface for the dialog algorithms

Description

The interface will:

*launch a dialog box showing which algorithms have been run and which detectors were marked dead *allow a number of experimental runs to be considered at one time *load a mask file containing a list of spectra that are not to be included

I'm still new to using Qt designer and integrating forms with mantid, I guess it will take 3 about days.
