PoldiPeakFit.cpp is excluded in the cmake file, should we delete it?

Remove PoldiPeakFit from code.

It was a work in progress accidentally pulled from SINQ contributions. Refs #8441

The two excluded files in the cmake list have been removed, as has the references to these files in the cmake list.
