Get rid of recreation of singletons in SANS

Description

Ticket #8443 removed the creation of singleton internally to the isis_reducer. But, it is still being used externally. The goal of this ticket is to remove the deepcopy and references management from isis_reducer.

The search centre functionality still creates and recreates singleton. Try to remove them, and run the systemtests. It should be enough to check if we really need these recreations.
