git checkbuild should publish the branch first

Description
There have been cases with the macros where checkbuild has merged a branch for testing but then the branch itself is not available publicly.
Change the checkbuild macro so that it publishes too.

git checkbuild now publishes any changes from the given branch
This should avoid branches not turning up when testing is started on them and also avoid partial branches being tested when further updates weren't pushed to the remote. Refs #8474

Tester: First merge the code as usual & then follow the install instructions here to install the updated macros.
A through test will require your own Sandbox/PlayPen repository that you can test out creating a branches, checkbuild it and verify that the branch is published at the same time.
