Description

ExtractSpectra to handle ranges of spectrum to extract. Similar to ExtractSpectrum. Should provide a StartWorkspaceIndex and EndWorkspaceIndex to have a similar interface to CropWorkspace.

Could we make one small change and just have a single property called WorkspaceIndexList. This can both be a range or just single indices. When given a range it will work like crop but when given other single indices it will also bring that data in.
