3D Plotting can fail to plot with poor/sparse data

Description
Load a file such as AutoTestData/HRP38692a.nxs show its data then 3D plot it. The plot shows correct axes, but is empty. 1D spectrum plot shows there is data.
I've found this applies to other workspaces too.

This is no different from previous releases, it is very sensitive to the data used, you can get it to work with MAR11060 with the first 20 spectra omitted.
This is also the same on all platforms.
