Adding a 0 to the end of 1,000 does not work

Description

This can be seen in the plot scale dialog, but you will also have to look to see if it occurs elsewhere.

  1. set the plot scale "To" to be 1000
  2. click apply, plot is updated value in "to" is changed to 1,000 (This is fine)
  3. add a 0 to the end of the "to" scale value so it now reads 1,0000 (people will do this!)
  4. Click apply, the plot is not altered, the to box reverts to 1,000 (BUG)
  5. change the value to 10,000 by putting the new 0 after the 1
  6. click apply plot is updated and value now reads correctly.

From this I suggest that this is a parsing error. Perhaps if we stripped all commas before parsing these values.

(In [10521]) fixes #887 - solve issue where parsing input on the axis to/from in MantidPlot would cause swearing from the scientists.
