Description

It appears that #8727 introduced a bug that prevents publishing from working on windows as it produces an SSL exception.

This bug appears to be unrelated to any changes I introduced, and has since resolved itself. I believe this occurred due issues on the IDS. I have sent an email off to find out more information about this.

Jay and I observed the latest build of Mantid publishing to ICAT without any difficulties.

The fact that the issue has fixed itself suggests that the problem lies elsewhere.
