Remove cropping of output workspace when normalising over integrated range

Description

NormaliseToMonitor currently crops the output workspace to the range given for integrating the monitor. This is not what's desired.

(In [3141]) Modify NormaliseToMonitor so that it doesn't crop the workspace when normalising by an integrated count over only part of the range. Re #891.
