Create design guidelines for what existing GUIs should look like. This could then be applied to all GUIs. Useful for Improving existing GUIs and writing the new GUI course.
Note from estimation:
Maybe use external help to create templates. Guidelines need to be validated by a wider group. Identify pilot group to demo the changes to their user interfaces.

I have also opened #10877 to allow the custom widgets to be exposed to Python.
