XP system tests fail loading HYSPEC file in LoadLotsOfFiles

Description
The problem here is that as the test progresses the memory gets more and more fragmented and trying to load some smaller files later on in the list causes problems. If we just load the HYS_13658_event.nxs file on its own in the test then it is fine.

Put HYS file in priority loader list for LoadLotsOfFiles.
This enables WinXP to load the thing early on. Refs #9181

Tester: The develop systemtests are still failing at the moment but on XP had the addition of LoadLotsOfFiles being broken. I have run the is_test_winxp_develop job and it now completes and reports the same 3 failures as the win7 one which is where we should be at.
