Cache reduced vanadium workspace

Description

Much of the time in autoreduction is spent re-reducing the vanadium data, especially for NOMAD. There are two components to improving this

  1. Read in a reduced vanadium that is already processed with some validation that the processing is the same
  2. Write out the vanadium once it is reduced
