Description
Include a forked version of PyEpics until the patch for 64-bit windows has been included in the upstream package.

Tester: There is no branch here as it is simply an extra package in the python third party packages. Testing of the package is quite involved as it involves setting up a test instrument on your local machine but as we have no branches in the third party repo it's actually already on master.

Add epics python module.
It uses EPICS version 3.14.12.2 DLLs. The Python epics module itself is pure python and simply uses the EPICS DLLs that it is pointed at. This means that to shift EPICS versions you can simpy drop new DLLs/exes into the 'epics' directory. Refs #9488
