ConvertUnits Should determine EMode

Description

If the Params file specified that an instrument is elastic/direct etc, then ConvertUnits should use this, and not prompt for an EMode

or at least set the default correctly.

However this is tied up with the need for dynamic validation based on other properties, and perhaps whole algorithm validation
