ParaView check - Can it be moved to just the GUI?

Description

This should avoid having to call to it for all of the unit tests when the check is not applicable.

Only load the ParaView plugins when we start MantidPlot.

They are not useful outside of the GUI and only serve to slow down starting the framework when the GUI is not around. Refs #9740

Tester: All unit/system tests should be passing showing no impact on the framework. The primary thing that needs checking is the VSI in MantidPlot to ensure that all of the plugins are loaded at MantidPlot startup and the VSI can be used on an MD workspace.
