Templates needed initially:
- base.html
- header.html
- footer.html
- 404.html
- 500.html
This should also include handling of system-wide notifications.
For Tester:
- Navigate to http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs/queue/ (login if required) and make sure the navbar and heading are displayed. You should see 3 notifications of different severity. There is currently no content.
