Build Run Queue page

Create the template for the run queue page and implement the logic to populate the page.

For Tester:

1. Navigate to ​http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs/queue/ (logging in if needed).
2. Check that the nav bar is shown at the top and there is a header.
3. If there is some dummy data present you should see a table with reduction jobs queued. If not you should see a message stating that all jobs have been processed.
