Handle re-submitting reduction jobs

Need to add the logic to handle the re-reduction variables sent to run_confirmation.

This should build reduction variables, a new reduction run with increased version and send the into to the queue.

For Tester:

1. Navigate to: ​http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs/52355/0/
2. Enter some new reduction variables.
3. Click "Re-run with new variables"
4. Verify the confirmation page correctly displays the values entered.

I get the message:

Failed to send new job. (No data path found for reduction run) Go Back

When submitting a job for re-run the data location needs to be copied across. Currently it is moved, thus leaving the original unusable.
