Improve file paths in settings to allow for replace values

For file paths in the settings.py (such as the path to reduction scripts) it would be useful to be able to specify the full path with some replacable values.

E.g.
isis\inst$\NDX<INSTRUMENT_NAME>\user\scripts\autoreduction\reduce.py

For Tester:

  1. Check that ​settings.py has more flexible path names for REDUCTION_DIRECTORY, TEMP_OUTPUT_DIRECTORY and ARCHIVE_DIRECTORY.
