System test failures on for HFIR

Description

Due to changes in #10805, there are currently two HFIR system tests that are failing:

  • HFIRAbsoluteScalingReference
  • HFIRAbsoluteScalingValue

I have attached a screenshot and the two mismatch files that are the current results.
