Create a new algorithm that can filter an event list based on the x-value. This will delete events in an event list based on an x-range supplied. There should be a list of spectrum numbers so the filter doesn't apply to all spectra.

This is basically an upgrade of MaskBins

(In [7083]) Mask bins can now have a list of spectra specified. This fixes #1795.

I've updated the wiki for this algorithm to detail the new parameter. Seems to work as one would expect.
