Can't compile examples in UserAlgorithms on windows install

Description

This is unbelievably out of date - the SConstruct hasn't been touched in over 2 years. I don't think it's even close to working. Should we just remove this from the install for the time being?

(In [7112]) Revive a lost SConstruct file for the user algorithms that got removed when the installer/toget directories were pruned. It has been brought up-to-date with our current SConstruct. Also added the boost::data_time lib file as Kernel depends on this now. Re #1796

The example algorithms compile and run fine for me on 64 bit Windows 7.
