Add the default output directory to the data search path

Description

At Mantid start up and when the it is changed the output directory needs to be added to the bottom of the data search list. However, the existing list should be checked so that a duplicate directory is not added. Old save directorys shouldn't be removed.

(In [8809]) The SANS interface now uses the Load algorithm and can read sample log information from Nexus files refs #2251 and #2238 and #2152 fixes #1294
