Improve RPM kit

Description

The RPM kit has a few issues - building it needs to be more automated and the results put into a yum repository for RHEL5 installs

RPM kit can now be built either from a fresh subversion copy or form the local build tree using the make_rpm.sh command - see README.txt

After the rpm kit is copied to yum.isis.rl.ac.uk it is now possible to just type yum install Mantid

A tar.gz file of the mantid source code is also created
