Make failover log file work on multi-user systems

Description

Multi-user systems (e.g. linux) have one temp directory and single user write acess on files. The solution for #7959 provides for something that works for the first user on a system that lost its home directory. Modify the fix so that it incorporates something unique, like the username, into the log file name.
