EQSANS: UI always starts in expert mode

Description

Since recently the EQSANS UI doesn't remember whether it's in debug mode or not and always starts with debug ON.

To test:

  • Start Mantidplot
  • Start the ORNL SANS UI (pick EQSANS)
  • Go in the Tools menu and turn DEBUG OFF.
  • Close Mantidplot
  • Restart Mantidplot
  • Start the ORNL SANS UI and see that DEBUG is still OFF.

Now remembers if it was in DEBUG mode.
