Description

First piece required for #8160. See umbrella ticket description and attachment for more details. gen_sqw is the first function that should be implemented according to the documentation.

#8160 can and should be broken up. It will be far too big otherwise.

refs #8171. Minimal gen_sqw mantid-horace function.

Unit tests demonstrate an initial working version of this. Tests thus far only apply to simplest execution options (mostly pre-calculated).

There are a couple of things I may end up changing pending code review. Firstly, the package and module names. Secondly, this function takes loaded workspaces rather than files. The original documentation specified that a list of files would be provided.

refs #8171. Add methods for overwriting the UB.

Overwrite the UB. Internal checks to verify that the correct information is being provided. Unit tests supplied.
