Description

Implement a Horace like python syntax for Mantid. Basic, native Horace commands are documented here: ​http://horace.isis.rl.ac.uk/Getting_started. The attached document shows the latest design considerations for a mantid-horace python syntax.

The details of this work are still being hashed out, so it is very important that this gets marked as a prototype. When importing the package, the user should be given a warning to this effect.
