Move reflectometry script locations

currently the reflectometry scripts are next to the GUI. it would be much better if these were located in their own non-gui package instead. It looks really bad to point users to a package with gui in the name when they are using commandline options.
new package should be called isis_reflectometry

Also update unit tests and other consumers of these scripts.

Tester: you will need to merge BOTH branches called feature/8197_refl_package, one on the system test repository and one of the mantid repository into their respective master branches. Please do not test until the 25th Oct 2013, when the system tests will have run. The best way to verify these changes is via code review.
